This Federal Law regulates the relations arising in the course of development, approval, application, fulfilment of the requirements applied to products or to related processes of development (including investigations), manufacturing, construction, assembling, adjustment, repair, maintenance, storage, transportation, realisation and disposition, as well as to development, approval, application and fulfilment of requirement applied to products, work performance and service provision on a voluntary basis.

Technical regulations "On Wheeled Vehicles Safety" dd. 10 September 2009 No. 720 approved by the RF Government Ordinance №720)

Effective from 23.09.2010 Establishes requirements to safety of wheeled vehicles and their components for the purpose of protecting citizens' life and health, the environment, legal entities and individuals' property, federal and municipal property, as well as preventing actions that might misguide people buying these vehicles:

• At the time of their import to the territory of the Russian Federation
• During their use
• In case of engineering design change

Special Technical Regulations "On Requirements to Emissions of Motor Vehicles Used in the Russian Federation" (approved by the RF Government Ordinance No. 609 dd. 12.10.2005 №609).

Applies for the purpose of protecting citizens and the environment against emissions of motor vehicles. Establishes technical norms with respect to emission level and divides such levels into classes (0, 1, ..., 5) similarly to European Qualification (Euro). Determines the time periods for technical norm introduction by class, as well as the procedure for confirmation of their compliance.

The Procedure for Products Certification in the Russian Federation (approved by the ordinance of the Federal Agency for Technical Regulation and Metrology No. 15, dd. 21.09.1994, rev. Amendment No. 1 approved by the ordinance of the Federal Agency for Technical Regulation and Metrology No. 15, dd. 25.07.1996, Amendment No. 2 approved by the ordinance of the Federal Agency for Technical Regulation and Metrology No. 60, dd.11.07.2002).

Determines the procedure for mandatory certification of products, including principal steps of certification, their nature, certification schemes and their application, and labelling by conformity mark.

Order of the Russian Ministry of Industry and Energy dd. 22.03.2006 №54

Determines a conformity declaration form and provides recommendations for its filling out.

Certification Rules for Works and Services in the Russian Federation (approved by the ordinance of the Federal Agency for Technical Regulation and Metrology No. 17, dd. 05.008.1997. №17).

Determines the procedure for certification of services, including principal steps of certification, their nature, certification schemes and provides recommendations for their application.

Rules for Service Provision (work performance) for maintaining and repairing of motor vehicles (approved by resolution of the RF government No. 290, dd. 11.04.2001 №290).

The Rules are developed in accordance with Federal Law "On Protection of Consumers' Rights" and regulate the relations arising between customers and services providers in the course of maintaining and repairing automatic telephone stations.

Order of the Government of St. Petersburg No. 367-R, "On Approval of Special Programme "Certification of Products, Works and Services", dd. 30.04.2008.

The programme is focused on subsidy of costs of small business entities manufacturing products (performing works, providing services) and related to wilful compliance with certification requirements. The programme description determines the procedure for obtaining support, execution of necessary documents, time periods and amounts of support.

Order of the RF Ministry of Interior No. 1240 "On Approval of Regulations Regulating the Activities of the State Road Traffic Safety Inspectorate of RF Ministry of Interior On Technical Inspection", dd. 07.12.2000.

Regulates the procedure for motor vehicle admission for traffic on public road after engineering design change. Is effective until the entry into force of the the technical regulations "On Wheled Vehicles Safety".
