List of application papers for a certification procedure
This list of documents is provisional and designed to help the Customer to determine the category of documents, their scope, and labour input required for their preparation.
For services certification:
Copy of the Charter (for legal entities) containing the title page and such sections as General Provisions, Purpose and Objectives;
Information on composition and the state of normative-technical and production and technical facilities (to be completed in form of the Certification Authority and in coordination with an expert);
Information on personnel (to be completed in form of the Certification Authority and in coordination with an expert);
Documents confirming the ownership right or leasehold right with respect to premises, areas, vehicles;
Documents confirming fire and sanitation and epidemiological safety, as well as equipment and vehicles safety (upon necessity)
Documents of metrology assurance (upon necessity)
Documents in accordance with clause 2 of the Rules of providing services of motor vehicle maintenance and repair (approved by decree of the RF Government No. 290 dd. 11.04.2001).
For automotive industry products certification:
a) For obtaining a Vehicle Type Approval:
Documents confirming the applicant's powers
General technical description of the vehicle
Quality Management System compliance certificate (or description of manufacturing conditions ensuring stability of vehicle parameters)
Description of manufacturing conditions providing stability of vehicle parameters and characteristic values in accordance with safety requirements and environment requirements being confirmed in the course of certification tests
Copies of all available certificates and test reports in accordance with the list of specifications related to such vehicle as of the time of application submission.
A sample of a vehicle may be submitted for expert review of the design and tests, if necessary.
The procedure for "admission" of the results of certification carried out by other national certification authorities made in the form of "Information Related to Official Approval by Vehicle Design Type" may be applied with respect to imported vehicles.
For already certified vehicles built on standard chassis platform or upgraded from the certified base model the following documents shall be submitted:
Report of use of a purchased product on form GOST 2.124 or (for foreign manufacturers) an similar document
Copy of a document stating mutual obligations of both manufacturers
Document of coordination by both manufactures of obligations (dividing list) with respect to compliance with all the requirements for certification of the vehicle
Document confirming the assignment of WMI;
Copy of a "Vehicle Type Approval" for base vehicle model or a "Report on Conformity of Chassis to the Applied Requirements".
b) For obtaining a compliance certificate for car components and accessories the following documents shall be submitted:
Documents confirming the applicant's powers
Copy of specification or technical description
Data sheet, operating manual (in Russian)
Engineering documents
Information on manufacturing nature (mass manufacturing, single producer) or batch quantity
Foreign certificates or test reports of foreign laboratories
Quality Management System compliance certificates or guarantee letter on manufacturing conditions providing stability of certified product parameters (justification of readiness of manufacture of products subject to certification)
