A declaration of conformity is a document that confirms compliance of your products to the established safety requirements. A conformity declaration is required when you are planning to import products into Russia; their mandatory conformity assessment can be effected in the form of a declaration. For automotive industry such product range is specified in Appendix 14 to the "Rules of Conducting Work within Motor Vehicles and Trailers Certification System" (approved by the ordinance of the Federal Agency for Technical Regulation and Metrology, dd. 01.04.1998, No. 19, rev. Amendment No. 1 approved by the ordinance of the Federal Agency for Technical Regulation and Metrology dd. 10.12.2007, No. 3453), and since September 2010 also in Appendix 9 to the technical regulations "On Wheeled Vehicles Safety" (approved by the RF Government Ordinance dd. 10.09.2009, No. 720).

A declaration of conformity is adopted by the manufacturer or supplier of the product on the basis of the evidence provied by the manufacturer or supplier that is, as a rule, confirmed by an independent examination. An adopted declaration undergoes mandatory registration with the certification authorities accredited to work within GOST R Certification System. A declaration of conformity may be registered for a term defined by the product manufacturer or supplier depending on the planned period of production and the validity of the shipping documentation.

One peculiar thing about this declaration is that it can be adopted only by Russian manufacturers of legal entities registered in Russia and representing foreign manufacturers.
