Clarification letter for importing used cars

The difference between importing used cars and new vehicles is in the amount of the customs duty. The term "used car" is rather vague, so the guiding documents of the Federal Customs Service establish a procedure for determining the "used" condition of vehicles. This procedure includes expert examination that is followed by a clarification letter stating the car brand, its VIN, manufacturer, and category: new or "used". Such clarification letters can be issued by several organisations authorised to do so by the Federal Agency for Technical Regulation and Metrology, namely: All-Russian Scientific Research Institute for Certification (VNIIS, Moscow); All-Russian Scientific Research Institute for Standardisation and Certification in Machine Building (VNIINMASh, Moscow); Standardisation and Metrology Centre (TsSM, Kaliningrad).

In order to obtain such clarification letters you will require a document package demonstratively proving the criteria for the car to be considered "used". According to the regulations currently in force, "used" cars are vehicles manufactured 3 or more years ago irrespectively of their mileage, or cars that have been previously registered, i.e. have had an owner before.
