An "exemption letter" is a document indicating that products are not subject to mandatory compliance confirmation (mandatory certification or conformity declaration).
An exemption letter is required for customs clearance of imported products. Such a letter is issued by the All-Russian Scientific Research Institute for Certification, it states the name of the product, its Foreign Economic Activity Commodity Classification code, and reference to the shipment document accompanying the imported product.
An exemption letter may also be required for trading on the local market. Such a letter may be issued by certification bodies accredited by the GOST R System. It will state the name of the product, its All-Russian Classification of Products or Foreign Economic Activity Commodity Classification code.
In order to obtain an exemption letter you will need an application, product description, an All-Russian Classification of Products or Foreign Economic Activity Commodity Classification code, and an invoice in case the product is imported from abroad.
