Wheeled vehicles of L, M, N, and O categories meant for use on public roads, as well as their chassis used on the territory of the Russian Federation have to undergo assessment for compliance with current standards (harmonised with UNECE Rules). The assessment is carried out in the form of vehicle type approval. Should the assessment yield positive results the certification body will issue a document synonymous with the procedure, i.e. Vehicle Type Approval. The Vehicle Type Approval is then registered with the country's Administrative Body in accordance with the provisions of the Geneva accord of 1958 and is transferred to the certification body for further delivery to the applicant. In Russia the Administrative Body is the Federal Agency for Technical Regulation and Metrology. The Vehicle Type Approval is issued for a batch of products or for the period of 3 years.

Issued approvals are logged in a unified register and forwarded to the Traffic Safety Department of the Russian Ministry of Interior. A Vehicle Type Approval is required to obtain a Vehicle Certificate of Title (VCT) and register this vehicle with the State Traffic Safety Inspectorate.
